Odd. I've never played much with Xubuntu, but I know it has lighter office apps (Abiword, Gnumeric). There should still be an Add/Remove applications feature in there; I can't really see Ubuntu having disabled that for XFCE.
EDIT: In Xubuntu, go to Applications--System--Add/Remove. Type "open" in the search bar and you'll see openoffice come up. NB: this is version 2.4.1. If you want version 3, Dokken posted a link to a guide for doing that. I haven't tried it yet, but I will do so shortly and tell you what I run into.
EDIT 2: Are you using 32 or 64 bit Xubuntu?
