About time I give up I guess

This comes from my own experience, but as a general rule if they do not call within two weeks than they have decided to hire someone else or at least not hire you. I find it frustrating and inconsiderate that employers will not call applicants back stating they decided to move on. I have made it a point to call people back who interviewed that I decided to go a different direction.
It is not just me, but 73 percent of applicants do not get calls back.

I had to ask them again because they were silent for awhile. Now the other job already interviewed me over the phone and said he will talk me early next week if he wants to meet me in person. So if it hits like Thursday and I hear nothing, should I pester that guy?

Yes, but don't look at it like a pester bit a friendly reminder that you are still interested in the job.
Send an email thanking him for the phone interview and let him know you look forward to meeting him in person. If you hear nothing back than it is safe to assume that you were passed up.
