You describe a phenomenon that is called the MIHOP (make it happen on purpose) v. LIHOP (let it happen on purpose) theory whereby a false flag can be arranged by a group or nation to attack itself (MIHOP) or abandon its defenses just long enough in the right places to allow any one of its enemies to do the job for the group or nation (LIHOP).

A case in point would be the Northwest Airlines Flight 253 case (a.k.a. the "Christmas Day bombing attempt" or the "Underwear Bomber"). Passengers Kurt and Lori Haskell, an American lawyer and his wife, described that:

Only U.S. citizens are permitted to board international flights to the U.S. without passports, and even then only if the airline confirms their identity and citizenship, said a spokesperson for U.S. Customs and Border Protection (CBP). A CBP official and spokesman confirmed there were not any Sudanese refugees on the plane. The Dutch counter-terror agency said that Abdulmutallab presented a valid Nigerian passport and U.S. entry visa when he boarded Flight 253. After reviewing more than 200 hours of security camera recordings, it did not find any indication that he had accomplices at the airport or that he acted suspiciously there.

Haskell suggested authorities should, "Put the video out there to prove I'm wrong." Federal agents later said they were trying to identify and find the well-dressed man. U.S. authorities had initially discounted the passenger accounts, but agents later said there was a growing belief that the man played a role in ensuring Abdulmutallab "did not get cold feet".

As a lawyer, passenger Kurt Haskell requested and received permission to make a victim's statement to the court that was prosecuting the bomber wherein Haskell stated that:

A very clear case of admitted LIHOP (or, maybe MIHOP) by U.S. government officials.

Conspiracy theories are fairly common in criminal courts as prosecution cases anyway.
The term "conspiracy theorist" tends to be applied to someone advocating a theory which is politically incorrect.

I'm not much for conspiracy theories, myself. I don't believe half of what can be proven, let alone what can't.
