Dilbert is correct. Maximum 250KIAS below 10,00 ft MSL (unless ATC authorizes otherwise in Class A or B airspace)

Just one of my obsessions.
and just in case you were wondering......
max 200KIAS within 4nm of the primary airport of a class C or D airspace area (unless ATC authorizes or requires otherwise)
max 200KIAS in the airspace underlying a class B area designated for an airport, or in a VFR corridor through class B airspace.
