How long does it take for muscle tissue to get stronger if your doing moderate exercise for the sole purpose of making them stronger??

it depends on a lot of things like diet, types of exercise, frequency, and what you would consider stronger. you'll probably notice gains in strength within the first month because of the neurological aspect of it, your body learns to recruit more muscle fibres so you get stronger without increasing muscle mass. after that the gains are slower and will really depend on what you're doing for exercise.

He's totally right. Most people my size can life much heavier than me. Part of the reason is I think that I started out doing high reps and moderate reps than low reps with heavy weights.

If focusing mostly on strength gains that's what you want to do, low reps with heavy weights. Make sure you warm up first though.
