Kind of -- their nervous system is quite different from ours and is not all concentrated in one huge brain like ours. There are big nerve centres in the places you mention though, and a brain in the head which is not much more than another nerve centre.

10:1 actually. There are 4 million people and 40 million sheep. I've heard this one a few times and the ratio is different each time -- I've heard it as low as 4:1 and as high as 20:1.
