It sure did.

We had our own incompetent chief in Houston a few years ago, C.O. Bradford.

That's when the DNA crime labs had tons of flaws, and in 2002, there was a raid at a (now-closed) K-Mart targeting illegal street racing, but virtually anyone under 40 was arrested by HPD, if they were in that part of town.
