Starting from the top-left, and moving in a clockwise fashion, the symbols repeat themselves with hat, snowflake, ice skate, and snowman. See it now? :)

Yes - where you lose me is where you use this clockwise repetition to make a determination of the center square as it is not a part of either circle.
