Those should be added to the Bible as the 21 commandments for women.

I've actually had girlfriends tell me "it's fine" when they were mad at me. Why do they even say that?

If that was a rhetorical question I'm sorry for explaining.

IMO people do this because it is not fine but they do not want to escalate things and hope things will resolve themselves as they know you will not agree with what's going on.
