How about having her wear one of the heavy duty overnight pads? They are designed to soak up 8 hours worth of flow for an adult woman so have a very good chance of lasting through a 6 hour school day plus commute at either end.
Even if there is a bit of leakage, the kids may be less likely to tease her about it than they would about other hygeine issues. There is something about menstrual blood that just freezes kids that age. The boys can;t bear to think about it and the girls know that it could and be and perhaps already has been them. They seem to just shrink away and pretend they didn't see anything, perhaps whisper to each other but say nothing out loud where the exact same kids would be merciless about a urine stain.
