Although i'm not a muslim anymore i still hold the belief that Umar was the greatest ruler and way ahead of his time. i once wrote an essay with that thesis but since i can't find that essay i'll refer to this instead:

Even if you're appalled by islam at least give credit where it's due that umar is a once in a milenium ruler.

to summarize briefly. umar established child pensions and welfare before anyone else.
umar created an egalitarian justice system
umar ferreted out all nepotism by applying the law more rigorously to his house hold than everyone else
umar forbade monopolies a millenium before Theodore Roosevelt was trust busting
umar used to actually spend his nights patrolling the streets to make sure affairs were doing well
umar forbade all his governors from indulging in any remote trace of extravagance
umar appointed rulers based on rigorous scrutiny of character rather than giving patronage to flatterers (see Andrew Jackson spoils system)
Umar was accessible and never insulated from his constituencies
Umar used to check up on all his citizens and their welfare
Umar inflicted severe chastisement on most of his governors for any abuse towards the people
Umar effectively reduced poverty

Personally I think Cyrus the Great was the greatest leader of all times.

Yes he did :) and much more. He was a conqueror tho, but he respected all religions and customs, some countries even asked him to become their leader to bring peace and stability to their country.
