Yes, I used to use it because it set timestamps on directories ("directories=folders" to the under 40s, LOL) and the official version didn't. Haven't needed it for a while, though.

No, it only seems to support windows NT V5 (Windows 2000) and above plus server versions:

Supported platforms: Windows 2000 through 8 and Windows Server 2003 through Server 2012
