What the phrase "a spent force" mean in your opinion?

Its something or someone that no longer has any power or influence but did at one point in time, usually used to describe a political leader.

What can it mean though when describing an average person as a spent force?

Well I would personally take it to mean that person isn't relevant to what ever the conversation is about. Kinda same as above but just applying it to lesser authority. I don't communicate well so I'll stop there and let someone else come in with an opinion.
