i've been reading about editing software since i wanted to get into it. but i need a desktop first. i found this one software that's very powerful and useful and free called the davinci resolve. but heard it relies more on gpu power unlike other software which uses cpu. what do you think because i still need an idea on what build i need.

Short answer, yes.

It is great for free software, and does 90% of what I want it to do (subtitles being the exception). I've used other software, including from Adobe, and Resolve takes a little while to get used to. It is a little slow on my lightweight laptop, but works fine on my powerful PC. I don't know about the graphics card issue, but my PC does have a gaming card in it, and it runs fine, but not as quick as I'd expect if it was using my card to the max (plus the card doesn't indicate this with lights or temperature readings).

so would davinci resolve work on a gtx 1060?

It works on a 970
