They do that so the restroom can be locked when it needs to be, such as when it's out of service. The way it works, is that a strip of wood/metal/whatever needs to be put around the interior of the door frame against where the door sits when fully closed, so that when locked, no one can slide anything between the door and the frame to open the door. This strip must be put on the outside to prevent tampering from the outside, thus blocking the way for any outward-opening door.
