No, not a joke and apparently {according to other articles}, George Lucas considered not only David Lynch, but also Steven Spielberg and David Cronenberg.

Steven Spielberg makes sense since him and George Lucas are good friends and have worked together on projects.

That's a bit of old news really. Lynch always tells the whole story in detail whenever asked about it highlighting a terrible headache in a hot sunny day, "a thing called a Wookie whatever that was" and lunch at a vegetarian restaurant he hated.

I think Lynch would have taken the Star Wars saga in a whole different direction, with a much more spiritual approach to the Jedi and the Force. Lynch is to be sure the true film making auteur, but I think the simple joyful and humorous angles the movies have would have been lost.
