Yes, this is possible. When the batteries in mobile devices get cold, they can't give out so much power, and they run out faster than when they are warm. In very cold weather, the battery in your phone will last better if you keep it in your inside pocket instead of an outside pocket, for example.

I don’t go out, can I buy something to keep it warm? My iPad screen can get cold too? I have case for my iPad.
If you are inside all the time, then I wouldn't worry about it. I have exposed my iPad to some extreme temps while using work related apps. Both hot and cold, sometimes going from one to the other.
