I'm trying to eat less but that leads to me getting hungry at work before my lunch break and me not being able to concentrate. So I bought a big bag of hard candy hoping that sucking on a piece when I get hungry will make me feel not so hungry. But is that going to counteract the eating less? Just how fattening is a piece of hard candy?

There's likely zero fat in a piece of hard candy.
However, it's almost 100% pure sugar (or corn syrup) & thus very calorie dense, so if you're not active, candy by candy you will gain fat mass if you're not burning those calories off.
Drink a glass of water. Chew a piece of gum.
