It sounds like a .dll file (subprogram) is missing or corrupted. Uninstalls tend to leave pieces of applications behind, so a reinstall may fail. If you go to www.ccleaner.com and download ccleaner it will clean up the uninstall as well as other problems. I tried it for the first time last night and removed about a half gig of useless files with no problems. It also fixed my registry. Uninstall again, run ccleaner, then visit Microsoft update to see if it detects anything missing and load whatever it flags, then reinstall. If this doesn't work, you may need to call MSN tech support.
Run ccleaner once a week to keep the disk clean and defragment it once every month or two to clump the free space together.
