Yes.
If men don't have to wear a shirt, then it's completely wrong to require women to wear one.
That goes for swimming-pools and beaches, of course.
But, additionally, if men can go without a shirt, just because it's a hot day, or because of exercise, then women have the same right. Any woman should be able to be shirtless in pubic on a hot day, if a man can.
