Sometimes certain places do not care if IDs are expired. For example me & my girlfriend's banks didn't care when ours were expired but we can also give them our social security numbers to access our checking accounts. The banks might care about IDs being expired if we were opening new accounts....

Me & my girlfriend recently had a conversation about how toy commercials show kids playing with the toys who seem a bit older than the age lots would expect kids to be playing with those toys. It's probably a marketing strategy but we're not sure how much influence it's having on suciety.
