Yep, the more people there are packing heat the greater the risk to the criminal. Setting it at the age of 21 is about right due to brain development. The brain is not done developing physically at 18 and still has one final, rapid period to undergo and alcohol stunts that development. One of the things that still needs to develop is the ability to moderate decision-making.
