In one article people said that wearing a "bandana" would possibly racially profile them, but the law is stating a "mask". Which does not have to be a bandana. So... confused...

It could be enforced if/where the government was willing to be somewhat or outright brutal about it. I think eventually the populace could be gotten to agree to it - as a whole, people eventually agree to even the stupidest things as long as it appears enough authority or peer pressure is pushing it.
