I've found some Ambient/Space music to be helpful. And Trance music. I can't use the music to drown out the annoying other noises...that would just make things worse. Some cats do not like getting their nails clipped...and resist! However, if such a cat is susceptible to catnip then you can try getting the cat "drunk" on catnip before you work on the nails.
