9/10, any advice that starts with Why don't you just... isn't even wrong. In order to be wrong there would need to be an actual understanding of the problem. Wrong would be an improvement.

That seems reasonable. He doesn't seem capable of criminal responsibility but also can't be allowed to participate in open society.
