Is fire matter? If so, what state of matter is it? It doesn't behave like normal matter.

Is fire a lifeform? Well it needs oxygen, it consumes, it moves, it grows, it gives off waste (smoke and ash) and can be "killed".

Fire is only matter if you go by Plato's definition of matter.

It's just a plasma (partially ionized gas).

It's a chemical reaction combining fuel, oxygen, and heat (or at least that's what they taught us in Safety Refresher course).

Fire is the common term for an exothermic chemical reaction between a fuel and an oxidant. The oxidant may or may not be (or even contain) oxygen.

For instance UO2 (uranium dioxide) will burn in F2 gas, and sodium will burn in carbon dioxide gas.

While some fires have chemical reactions which occur in the gas phase and involve plasmas, some fires only occur on the surface of a solid. Such as the burning of aluminium or titanium metal in air are likely to be reactions on the surfaces of solids.

Fire eats matter. A lot of people like to feel that it is alive.
Fire is cool, I love to watch stuff burn. Yes, I am a pyro, but I control it.

Fire is not cool, it is very hot !

Fire is a great servant but a nightmare master.

ok...that gives a much more complete answer than I did. Though I've never been in a Flourine atmosphere...;) And I don't know much that sodium doesn't burn in...;) Although I do know there's a separate class of fire extinguishers for metallic fires.

Fire is matter if you define matter as energy, mass, and force.
Energy is the relationship that matter has with time.
Mass occupies space, and has inertia.
Force is what matter exerts on the rest of matter.

Fire is not a lifeform, but it is a state of matter, an ionized gas called plasma.

Fire is a tool of life and matter.

There are healers that can start fires by focusing the energies well enough.

Fire is set upon something by something. Lightening, people, heat focused.

Fire in different states of use, can be in a sense, of different forms of existence.
