Is anyone able to make an animated gif file?

I want to make one from a 2 second piece of a music video "Road To Nowhere" by Talking Heads. Basically if you've seen the video I want to grab a bit from the box in the right corner.

If I upload a 2 second clip already to be made into a gif, could someone make it into a gif? All my attempts have either it playing backwards, or too slow.
