I'm paranoid about using Facebook due to government heavily monitoring that website.

No, I'm sure Wrong Planet's software would have no way to detect this, even if the administrators here wanted such a policy (which I'm pretty sure they don't want).

Anyhow, I would suggest that you participate in public discussions here. Then you'll eventually be able to PM people, and also more people will be interested in PM'ing with you.

It may be linked to the minimum post count (6) before being able to post links but I can find nothing that explicitly disallows PMs until some condition is met.
Besides, misha00 has made 137 posts as I write this so that's way past any limitation.

What might be causing the inability to PM is a forum software bug: clicking on the PM button at the foot of a post doesn't work, because the user name is not carried over into the PM "To" field.

The way around this is to click on the avatar or user name in the left-hand panel of a post (or the "Profile" button) and click on the PM button shown on the window that appears.
Now the PM can be completed and sent properly.

Sometimes it's a little unnerving to receive PMs from someone "unknown" out of the blue, someone you've never talked to/with on a thread.
