Has anyone ever heard of Upward Bound?

Well if not it is a college prep program for low income families.

Is it similar to getting money from the government for studies?

If so, It's called a student allowance here, and I disagree with the terms and conditions of it.

Rich people can manipulate their accounting books and get free money their rich kids don't deserve. :x

I think i've heard of something like that. I went to look at some universities at the end of 2002, and have been to similar things.

i'm a graduate of upward bound. i did it for three years in high school. we met once a month during the school year to take field trips and a counselor came to school every week or so to see how we were doing in school. the best thing about upward bound is the summertime when we get to stay at college and take classes. also they helped us pay for standardized tests and helped us prepare. it's a good program. if i listened to what the counselors were trying to say, i probably wouldn't have pissed my first couple of years of college away.
