It is all right to ask the community to pray, but... shouldn't this guy be as well doing actual work to end the issues too? I don't think he was elected to ask Texans to pray to fix solutions.

Nothing there suggests praying might actually bring rain. Rather, and no matter what the politician might have meant, the only thing mentioned is Texans being "strengthened, assured and lifted up" ... and that sense of community is what can help take people on through whatever might be ahead.
