Good question, and one that has an easy, yet not-so-obvious answer.

First, consider the political leaders of our day: corrupt, ineffective, narcissistic, et cetera.  Why are they in power?  Because the people who elect or appoint them are more impressed with boldness than with ethical behavior -- charisma overshadows character.

Second, how does this apply to Christian leaders?  Again, the leader -- in this case, a Preacher -- who speaks out boldly against other people's sin and corruption is more greatly admired than the humble Pastor who speaks of love, forgiveness, and helping the needy.

Third, one of the most common means of distracting attention from one's own sins is to point out the sins of others -- a well-admired preacher can conceal his (or her) own sexual sins by condemning adultery, divorce, "queerness", teen pregnancy, and unwed mothers.

Finally, the followers of these corrupt preachers eventually find out what their leaders are up to, and begin to emulate their leaders behavior -- condemning the same sins in others that they are committing themselves.

If the Preacher preaches that those who sin will be cast out and cursed for their sins, and the people see that the Preacher has NOT been cast out and cursed for his (or her) sins, then the people will determine that they can sin and not be punished, while simultaneously claiming that the direct consequences of other people's actions (i.e., the ongoing consequence of teen pregnancy is intergenerational poverty) are "the sinners' own damned fault".

In essence, what the people learn from their Preachers' "Fire and Brimstone" speeches AND their Preachers' actions is that they can do whatever they please without suffering G^D's own wrath as long as they (1) do not get caught, (2) point out the sins of others, and (3) dodge the consequences their actions directly generate.
