Plastic firefighters would certainly have been acceptable, if the toys were sanitary.

What about policemen,or a SWAT team???They are heroes,rescue people and take down thugs.Or would an image of Tupac be better? we have to be diverse,I want to see some gangster cupcakes.Maybe a few jihad cupcakes just to keep it lively.

I have some plastic army men that included "bad guys" (who suspiciously enough looked like the VC). I think I shall go clean some up and plop them onto some cupcakes.
