Everyone knows that he's from the North Pole. :) Probably has something to do with tax laws, labour rights and all that.

A "clause" is a disclaimer (usually in fine print) in a contract.

Often contracts have a "sanity" clause that releases one party if the other..

well...in the movie "Duck Soup" Groucho exclaims that "this contract doesnt

have a sanity clause!" to which Chico replies "you told us not to believe in

no sanity clause!".

The Santa Clause is - of course - the popular name of the Excessive Presents Clause from the 8th Amendment:
