I hope they have a lot of it. Chest thumping power capabilities causes more harm than good. Not like the US is innocent of International arms dealer fame.

China is doing the same thing that the US, France, Russia, the UK and a few others have been doing for years. Selling military equipment to 3rd world nations that is adequate for their defence, but will not stand up the equipment fielded by modern 1st world armies.
Russia keeps their T-80 tanks with composite armor, and sell T-72's with conventional steel armor, as do we. The last batches of M1A1 tanks we sold to Iraq and Egypt didn't have the 2nd generation Chobham armor or aiming systems.
Back during Gulf War 1.0 the Iraqis discovered that the Mirage fighters that france sold them did not have the then current French Avionics.
I'm sure these missles will work fine for the Tanzanians, but they will not have state of the art guidance systems.
