The "president" does this all the time. Exactly how many innocents has he drone-murdered so far?

There was a recent instance of a bad car accident on a freeway with multiple serious injuries, but the rescue helicopters could not get in because of like four drones hovering over the scene. It will be interesting to see how this all gets sorted.

the easiest option would be signal jammers

He is the U.S. Commander in Chief of its military.

I know the military has utilized them during the war on terror but now it's shifting to civilian mom and pop in the back yard with junior rigging up their own gun firing drones which is another kettle of fish entirely.

That would be true, if the US was in a war. we're not, so he's not, and it logically follows that since he's not the hand that pulls the trigger(or presses the button?), he's not the person killing innocents.

Equivocation in the face of questioning the number of drone-murdered innocents?

Nope. Article 2, Section 2, clause 1: "The President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States, when called into the actual Service of the United States...." This authority exists whether war is declared by the Congress or not.

It did, up until 1973 when Congress passed the War Powers Resolution which states:
(c) Presidential executive power as Commander-in-Chief; limitation
The constitutional powers of the President as Commander-in-Chief to introduce United States Armed Forces into hostilities, or into situations where imminent involvement in hostilities is clearly indicated by the circumstances, are exercised only pursuant to
(1) a declaration of war,
(2) specific statutory authorization, or
(3) a national emergency created by attack upon the United States, its territories or possessions, or its armed forces.

He's not the CinC except in War or national emergency.

You are going to have to discuss that with the government.

Authorization for Use of Military Force Against Terrorists, 2001
ah. in that case, the number of civilians killed under Obama's leadership would be 157 in Pakistan from 2009-2013. over the same period, 2009 terrorists were killed by drone strikes. compare this with 129 civilians and 282 terrorists for the period 2004-2008, before Obama was elected. not very pleasant any way you slice it :/

Indeed. According to Nuremberg Principle IV, "[t]he fact that a person acted pursuant to order of his Government or of a superior does not relieve him from responsibility under international law, provided a moral choice was in fact possible to him" ( https://en.wikipedia.org/wiki/Nuremberg ... inciple_IV ).
