What factors caused "ghetto" culture in the US?

It's past racism, it's the CIA selling drugs to them and through them, commercial hip-hop very well could have been shaped by government intelligence since everything from Woodstock and LSD to metal was, it's massive problems with the Great Society (which I think also loop back to racism) which destroyed the black family, and subsequent manipulation by political demagogues to keep their emotions high, their analysis low, essentially to weaponize their voice and vote for their own purposes.
That last part I don't think will last a whole lot longer - especially with social media. A lot of the Hoteps seem to be the most outspoken on this but you have a lot of other very sharp black Youtubers who are on top of it and doing a lot to get people thinking about the current state of affairs.

"consumer-based" is closer to capitalism, it shouldn't be described as socialist or social-democratic. I know that I might get into fighting over words with somebody else over "socialist" vs. "social-democrat", but that they are more one in the same concepts has some truth about it. Even within a free-market society, a majority of the experiments and services from the government that are socialistic in nature can create at least some more inefficiency that wasn't really there before the experiment was implemented.
I know a lot of people now consider the NYT a "mainstream liberal rag", but this article seems reasonably balanced...

I think there is something of merit to the argument that "thug life" culture mirrors the toxic individualism and vulgar materialism that crosses all lines of race and social class in the US.
A relative of mine is a wannabe "thug".
Observations:
-he wears his baseball cap backwards
-lets his pants hang down so you can see his underwear
-he dropped out of high school
-he carries a huge wad of cash with him, so he can show off his "wealth"
-he has already served about 8 years in prison so far
-he is on a new ten year sentence now
-he has babies he can't take care of
We think he does it to boost his self-esteem.

I'd have to also argue that women tend not to go for the conservative provider types (also it's hard to compete with Uncle Sam and his harem which makes a provider redundant) - they go for the exciting bad-boy types because it's all that guys are good for these days. This means that a young male in the inner city isn't just up against fighting for his own freedom from destructive norms of his own male peers - he'll also be judged as weak by women unless he's proving his exciting street-creds on some level.
This is also part of how human culture has moved so slowly for millenia, pretty much in any continent. If you're an intellectual and you're trying to move society forward you pay the price of being judged a 'fag' by your peers and prospective mates. That still happens in the suburbs as well but it's not quite as extreme as it is in the inner city.

I think the cause of and perpetuation of certain cultural elements are two different things. Most people have difficulty stepping outside of their cultural bounds and think the way things are in life aren't anything they can control, though there are, of course, people who are exceptions.
As for the cause of "ghetto culture", I suppose you would have to define ghetto culture in some way to talk about it in a broad sense, and as for the origin of specific elements, I would have to know what elements, specifically.
