Blacks have the same civil rights as whites,
in principle]. In practice, it's another matter. The same goes for women, LGBTQs, veterans, the disabled, the very young the very old, immigrants, the homeless, drop-outs, junkies, psychos, schizos, and people who have no college degree.
We all have the same civil rights,
in principle, but the practical application of those rights varies from region to region, state to state, county to county, and even from one zip code to the next.
The reason being that our government is not monolithic in demographics, intent, or culture -- it's a mashup of different, and often
opposing special interests.
