I can't tell why anyone would initiate violence in a vacuum, but why otherwise, even severely autistic people react so? Why do revolutions happen? The French one might have went too far, but what did aristocrats expected after stealing as much as possible and laughing in the face of what is inevitably the majority of the population? What do societies expect would happen when individuals are oppressed? Groups might overthrow haughty bastards, but even individuals might end up taking down a few. Do societies expect that people won't react, that an elastic band won't come back when stretched? Do bureaucrats think everything's fine even when they destroy people's lives without a moment's thought? Oppression is a form of systemic violence, so why is it so surprising when it is reciprocated?
