So it's more like cognitive dysfunction shaming, really.

Hm. I suppose shaming for one's intellectual failings is not allowed either.
(But you'd think for the President perhaps it ought to be?)

Learning disabilities and cognitive dysfunctions are, to my best knowledge, separate issues.
An example of learning disability is dyslexia - some skill is extremely hard to obtain, independently from one's general mental ability.
Searching for "cognitive dysfunction" gives me articles on Alzheimer's disease and "brain fog" as a synonym.

Anyway, inability or unwilling to make constructive, rational decisions should not be welcome in leaders, I think.

In most cases something along the lines of "what a fat cow, eats like a pig" directed at someone would be frowned upon.

When it comes to constructive criticism, I'm not going to learn much about a person's actual flaws, by hearing about their physique, their diet, their hair style etc. I can't think of much I couldn't care less about.
