Why do partisans have no confidence in their own side?

Something I've noticed lately: the absolute confidence that partisans have that they are on the correct side is matched only by a total lack of confidence that they'll succeed. (I'm in the U.S., so I'm talking about Democrats and Republicans.) When faced with (what they view as) a crisis, never does either side say, "Don't worry, folks. We got this." The narrative is always that things are as bad as they can possibly be and they will continue to get worse...unless you, random citizen, fully support their side. They both want to be the perpetual underdog in the story. You are the two major parties that run the country. Neither of you is the underdog!
