What kind of stupidity is this? Women are already permitted to appear topless in public.

Well, in this country, at any rate, since R. v. Jacob (1996) 142 DLR(4th) 411 (Ont. C.A.).

Yes, Canada. Women, which includes the Queen and the Duchess of Cambridge, have been free to go topless for the last 16 years.

Better question: would women go topless if they had that right? The county I live in explicitly permits it, and yet I have never seen it happen nor heard of it happening.

not many people do though, not where I live at least. and it is winter I assume most people wear winter coats at that time.
