Neither statement says anything else about any belief system. Raelians, for example, are gnostic atheist religious people, while almost all "agnostics" and "atheists" are agnostic atheists. Jains are also agnostic atheists. Indeed, the belief system is entirely different from "atheist" to "atheist".
But as an agnostic atheist, I voted moderate, because I am moderate in my personal belief system.
Well, agnosticism in particular might tend to make certain epistemological claims that could be construed as a belief system.
