With a strong independent Judiciary, he probably won't get very far. In South Africa, Jacob Zuma also made similar comments about the judiciary when it prevented him from doing what he wanted but the system didn't break down, fortunately.
Here's hoping the US judiciary remains strong and independent. I wouldn't count on it though.
