An executive order is not a "new law". Executive orders implement existing law (at least, that's what they're meant to do). The idea is that the Constitution or the Congress first provides a law, then an executive order is issued for the purpose of executing its actual implementation. Of course, in this case, Trump is planning to issue an executive order that has no legal sanction whatever. It's completely unconstitutional.

As for your rant that Obama is not a legitimate US citizen and had a fake US birth certificate from Hawaii, you really need to chill. That's racist nonsense spewed by haters like Trump. It was the custom back then in American newspapers to report in a daily or weekly list the birth of a child to so-and-so. And there it is, a child born to the Obamas in Honolulu in August 1961. If you continue to believe in that nonsense, I would urge you also to consider membership in the Flat Earth Society that believes the moon landings were faked.
