Yes. A native American dude dancing around in animal skins (but holding either a medicine rattle, or a walkie talkie).

The guy in your pic looks demonic, and his nails are turning into claws.

He's your Navajo skin walker as they would desctibe him.

What's interesting is the Skinwalker is supposed to have visted the famed skinwalker ranch in Utah to specifically attack caged animals.

That's a valid point. We are projecting a schema of what we expect the object to fit. Like shapes of clouds in the sky.
It might not be a wolf head-dress at all. But it sure looks spookily like the skinwalker, and its doing what the skinwalker does at the famous Utah ranch which is terrorise stock animals

I work with motion detection cameras. They record as movement is taking place. I don't know of any surveillance camera system that just snaps one frame. My guess is none of the other frames show what looks like a wolfman, and this particular frame was cherry picked.

There's no reason I know of. I could easily transfer footage to anything, including YouTube and the like.
