There's a difference between gender expression and inappropriate attire.
Adolescent and teen girls are often sent home for wearing clothing deemed "too sexual".
I was sent home when I was 14, for wearing a short dress.
This woman can dress as a woman if she wants.
She can have fake boobs if she wants (many cis women do.)
The lack of a bra and her nipples hanging out?
Nope.
