I would not say poorly constructed, as if they were in an area which in the past did not have that many big earthquakes in their lifetimes, then they would have just built accordingly to what they believed would have worked, but if they had regular severe earthquakes like Japan has, they would have built pagoda style buildings instead or another design that would work. The issue is that such events can come in rare severity which may only happen every few generations of people. The first generation or two may build cautiously, but if nothing happens the next generations would not be so cautious. Not build quality. Build design is the issue. Can have top build quality but not designed for the area one is building them in.
