Plant life is the foundation of any ecosystem. So if the gets more algae then there is more food for zooplankton, and more food every other kind of animal life including fish. More productive is good.
More productive is good to a point, but the issue with algae blooms is that they often grow at unsustainable rates, die-off and deplete oxygen levels as they decompose.
Warmer water already has a lower maximum oxygen concentration, this is a big part of why warmer waters aren't inherently more productive.
