My father talked about little countries that make money by making " official stamps " more sold to stamp collectors than used in their country.

Yes! Lots of little island countries, I think, make good income from stamps (most of which are manufactured overseas and probably are never even present in the country itself). True of coins as well -- a number of European mints make coins in the name of various countries that are never really used in any sense by those countries, they just are for collectors.
