Find a grey area of the toolbar, left-click on it, keeping the left-hand mouse button pressed down, then try to drag the toolbar down to the bottom of the screen.

I take it that you are using windows 95 or 98, as I have not seen this happen in Windows 2000 or Windows XP.

a better idea is to right click on taskbar and see if theres a check mark next to lock taskbar. if there is one, remove the checkmark and take mouse and click and hold down on a gray area and drag it to bottom or werever you want it then let go and right click again and select lock taskbar this will prevent any unwanted taskbar position changes hope this helps. :)

It's not working :( it must be because
I have Windows ME (Melenium edition)
that might be it. My brother told me he will fix my
computer and in return I have a make him a trail
down in the bush from him at his house.
I think i'll get it soon.

It happens from time to time in pre XP windows. Keep trying to left click on the tool bar. It may take a few times but it should work. It happened to me when I was using Windows '98. Also if you don't already have it-go to microsoft and download "framework". That will help stabilize the problem.
